your site on two levels;

for search engines
-> excellent content
for the human editors who evaluate
sites for inclusion in directories.

Ah...the million dollar question! Keeping
attuned with this is like targeting a moving object
- several moving objects simultaneously, actually.
As mentioned, new algorithms are constantly
being developed in the quest to bring excellent, accurate
and interesting data back to web surfers. Remember,
all the search engines and directories compete for users
and the more users, the more advertising revenue they
can make. Plus, of course, the more lucrative partnerships
they can obtain.
Search Engines are automated and different
search engines use different algorithms. In general
- on the page level - they look for format, descriptions,
and keyword frequency in the content text. At the website
level, they look for link- and click popularity, themes
and overall site design.
Directories often use much more stringent
criteria. Because they use real people to review the
site, they do not have to pay attention to META tags.
They are looking for accurate titles, informative content,
ease of navigation and just plain pleasing sites.
Also, human-editors are very unforgiving
of any attempt to "spam" - use of unethical
schemes to gain high rankings.
